About Organization:-
Directorate
General of Foreign Trade, an ISO 9001:2000 certified Organisation,
is an attached office of Department of Commerce, Ministry of Commerce &
Industry, Government of India. It is responsible for framing and execution of
Foreign Trade Policy of India. It has its head-quarter at
Requirement :
(i) Persons for Computer Centre Operation Management:-

Requirement for technical Bid :-
(i) A copy of PAN Number;
(ii) A copy of Service Tax Number registration;
(iii) Must be a reputed firm dealing in Computer Hardware / Software Development / Technical Manpower Outsourcing;
(iv) Must be a firm with Annual Turnover of more than Rs.100 Crores out of which at least Rs. Ten crore should have come from software development or Rs.20 crores only for a firm dealing with software development. Firm should have minimum strength of 100 computer professionals. A Copy of last audited P&L A/C and Balance Sheet should be enclosed.
(v) An earnest money of Rs.50,000/- in favor of Director General of Foreign Trade in form of Bank Draft.
Commercial Bid:
Rate may be quoted per month per person excluding taxes.
Note: Taxes to be levied may be indicated in percentage separately.
Selection process:
(i) Person for software development:
Firm shall
provide a panel of 10 persons who will be interviewed by a committee of this
Directorate at
(ii) Person for computer centre management operation:

Other terms & Conditions:-
(i) Contract shall be for a period of one year initially. It is expected to start from 01.10.2008.
(ii) The firm shall not default in making the persons available and shall not change persons so deployed except in exceptional circumstances. The firm shall also obtain consent of Jt.DGFT, in charge of EDI unit in this Directorate. This Directorate shall intimate the selected firm about award of contract at least 10 days in advance from the date of start of the contract.
(iii) It shall be the responsibility of the firm to fulfill all legal / contractual obligations towards the employees such as CPF deduction, ESI contribution, etc., if applicable.
(iv) Their services in this organization will not be treated as a Govt. employment of any nature.
(v) If this Directorate is not satisfied with the services provided by the firms, it may either received the contractor impose appropriate cut in the payment as the case may be. Decision of this Directorate shall be final in this regard.
(vi) Persons deputed by the firm shall be allowed leave up to 15 days per annum. Prior permission for leave shall be obtained from the concerned officer of this Directorate. However, for availing of leave for more than 2 days at a stretch (in exceptional circumstances),a suitable substitute will be provided immediately ; failing which a proportionate cut in the payment shall be made in the following manners;-

(vii) This Directorate shall not bear any other expenses payable to the employee of the firm, such as CPF contribution, to and fro-transport charges from residence, medical expenses, etc.
(viii) All the persons deputed by the firm in this Directorate must have a mobile connection, cost of which shall be borne by the firm. The firm shall also nominate an experienced & senior person in the firm as a nodal officer with whom this Directorate may have to interact on different matters relating to the contract.
(ix) Technical Bid and Commercial Bid shall be put in separate sealed envelops. The envelops should superscribe on its cover – ‘Technical Bid for Technical Manpower Outsourcing’, or ‘Commercial Bid for Technical Manpower Outsourcing’ as the case may be. These two covers would be put in a bigger envelop on which it may be written as ‘Bid for Technical Manpower Outsourcing’. The covers should have name & address of firm printed / stamped / written on it. Commercial bid of only those firm shall be opened which are found technically competent.
(x) If bids are not properly sealed or contain overwriting, cutting etc., such bids may not be considered. Bids without earnest money shall be summarily rejected.
(xi) The tenders may be handed over in person to the undersigned in Room No. 302 or to Shri B.K. Sachdeva,FTDO(General) in Room No. 202, Udyog Bhawan, New Delhi by 3.30 PM on 08.09.2008 or may be sent by Registered Post so as to reach the undersigned by the time & date indicated.
(xii) The technical bid shall be opened in the chamber of Ms. Sangeeta Singh, Jt.DGFT, Room No.111 at 4.00 PM on 08.09.2008. After opening of technical bid, the officers of this Directorate may ask for any such additional information as deemed fit from the firm.
(xiii) Commercial bids of only those firms shall be opened which are considered technically competent by this Directorate. Commercial Bid shall be opened in the chamber of Sh. K.B. Roy, Jt.DGFT, Room No. 104, at 1100 hrs on 15.09.2008.
(xiv) The successful bidder will have to deposit a security amount equivalent to 7.5% of the contract value in the form of Bank Draft/FDR or Bank Guarantee from a Commercial Bank in favor of ‘Director General of Foreign Trade’ which shall be valid for a period of 60 days beyond the period of the contract.
(xv) This Directorate reserve the right to cancel the entire tendering process at any time without assigning any reason.
(xvi) This Directorate reserves the right to cancel the contract at any time without assigning any reason.
